What program do you use to draw this?
Let me guess. Paint Tool Sai or Photoshop?

I use SAI and PS. Though everything is done in SAI and I only use PS for editing and small things.
Though I have PS CS4. c:

Well the CS just stands for Creative Suite and the 4 is just what version it is.
